Have you tried using a Volume Envelope? It can both raise AND lower volumes and will work dynamically instead of affecting the entire envent.

Or using the volume slider on the track header? This can also raise and lower volume but will do so over the entire track.

There's also the "normalize" option but that simply takes the loudest point in a clip and adjusts the volume based on that point. It will typically raise the volume, though.

There's no reason to go to an external program in order to raise the volume.
