Effects effect entire track - how to isolate?

I'm trying to put together a first birthday video for my son and having some difficulties. whenever I put an effect on a track, it effects all of the footage/pictures on the rest of that particular track. So, I've got animated 3d glow on the beginning of one video track and everything after that has animated 3d glow. Or if I've resized something toward the end of a track, everything else is resized.
Is there a way to isolate a section of a track so that only that segment is effected?
