I have an editor who cuts for me on her own gear. She has Premiere. My other editors edit primarily on Final Cut. I've asked her to add a two frame strobe to some shots (to give them a bit of a stutter look) and she said she doesn't think Premiere has a strobe option as a filter. Is that true? If no, where can she find it? Thank you.
