Premiere Pro doesn't have a keyboard shortcut for skipping forward or backward by 1 second. Only frame by frame or +/- 5 frames. Personally, I rarely used that shortcut when I was on FCP7 and prior. Only when clients said something like, "Skip forward 5 seconds," or something. Instead, I use JKL for scrubbing around clips.
