'sliding'.. It sounds like you may have added keyframes. One with a starting position, and another with a an ending position.
Either try making the positions the same, or get rid of the additional keyframe.

Using Effect/Distort/Transform to resize the image will give better results than the motion parameter, at the cost of a slightly increased render time.

If your video is interlaced, you should r-click on the clip and set it to deinterlace.
