Any way to 'mono colour' footage?

Hi,
I want to change the colour of some video footage to just a mono colour....ie. just blue or green etc.
At the moment I can only make it black and white via the black and white effect or via dropping the saturation to nothing...
but is there a way I can choose one colour as the key colour?
Can't seem to find an effect anywhere in Premiere Pro Cs2 that does this.
