I don't have experience with other editors, just Premiere. So, Premiere Pro gets my biased endorsement. :)

Multiple tracks.. Audio channel mixing.. of course.

Regarding the lines you are seeing. It's probably interlacing.
Usually only DVD players will deinterlace during playback, so you would need to encode for DVD than playback with DVD hardware/software (Power DVD, VLC-DVD).
If your video is only going to be played on desktop, you should deinterlace the footage, that would eliminate the lines.
