Clip frames will always snap to the timeline frames, it's a good thing.

If your issue is with clips snapping together, you can zoom in (+) or Alt+arrow to move clips.
Also, you could disable snap. It's the button that looks like a magnet, near the top left of the timeline.

I will often position the CTI to the exact frame where I want to snap to (the CTI can also be moved with the arrow keys).
