Intentional Jitter

I am trying re-create the 'jitter' that you get before a clip is rendered.
The effect I'm looking for is as if there is an intentional micro pause with each frame. I can't explain it better than that!
If you have a clip in PP CS3, black and white it, then play it before rendering, and see the effect you get.
That's what I want.... can anyone suggest a method?
