To resize a clip in Premiere apply Video Effect/Distort/Transform to the clip in the timeline, than edjust the size under the effects tab.
If you need to resize your project, you would need to create a new project at the desired size, than nest the original project in the new one.
Or maybe you need to simply adjust the embedding parameters in your html to display the video at a larger size...
