firstly, are you actually exporting using File->Export? If so, DON'T! ... you should be using the render queue to output your movies ... go to Composition->Add to Render Queue

then there are a number of settings you can choose from ... if your composition settings are a broadcast preset (PAL, NTSC whatever) then you shouldn't need to change the size of the output ...
