if you just want it to run sped up you can can use the stretch panel ... to see the stretch panel click on the button of the two brackets down in the bottom left of your timeline window. Set the stretch to 50% for double speed, 25% for 4x ... etc etc ..
or you can use time remapping ... probably easiest to search the manual or find a tutorial on time remapping as it's a bit more complicated ...
If you want it to actually look like it's being fast forwarded on a VHS (with the horizontal lines and artifacting) then that involves a couple more steps... there are posts on the COW that other people have written about that.. search the archives for "fast forward" or "rewind" and you should find something ..
