Reusing clips in same layer

Hi people. Hope you can help me here.
I have a project at uni where I have to use about 40 short video clips that contain percussive sounds. I'm then to put them together so it plays like a beat... sorta like playing drums.

My problem is that I want to have some video clips playing more than once (like playing drums), but I can't seem to re-use that clip in the same layer. I seem to only be able to do it by creating another layer.
If I do it this way I'd end up with sooo many layers.

Basically I just want 1 layer per video clip which plays the video clip whenever and wherever I want.
Any ideas?
