I think this effect would be done in AE most likely, but I am stuck as far as how to actually do it. The effect is basically like a Channel Switch Distortion running through someone's body like Electricity. Excuse the horrible song but this video(below) uses this effect quite a few times. This effect can be see at 0:13 and 0:14. Help this is one I need to master. Thanks.
