I'd choose Motion for this crop the video, add the bad film filter in Motion to the video. Put a yellow color underneath it, and crop the top and bottom to reveal what will appear to be a border top and bottom. There is a basic border you could use, but it will also put the color on either side. You could do it that way and just scale the picture up a bit to hide the sides off screen.
