Actually.. there is a workaround (not ideal).

Export a level 3 XML file.
Change extension to .fce
Drag on Final Cut Express icon on Dock... you may need to experiment with Option key to force it.
Click through the resulting XML import dialog box that comes up

I've done this with 3.5... have not played with 4.0
