Hi Carol,

Welcome to Creative COW. You want to do a picture in picture effect, right? It's a pretty simple procedure.
Put the clip you want to remain full size on V1 and the clip that will be the smaller frame size directly above the first one on V2. At the top of the Canvas window click on the rightmost dropdown menu and choose "image and wireframe" from the list. Park your playhead in the timeline on the first frame of the video clip on V2.

Highlight the V2 clip in your timeline and you'll see the wireframe appear in the Canvas. With the selection tool (arrow) active place your cursor on one corner of the frame until it turns into a crosshair. Click and drag towards the centre. The clip's frame size will shrink and reveal the underlying clip on V1. When you've reduced the clip on V2 to the size you want position the cursor in the middle of the smaller picture until the cursor again turns into a crosshair. Click and drag the frame to where you want it within the larger frame on V1. That's about it.
