Just fit the 16:9 in the center of your canvas and just have the traditional letterbox effect. If it is a layer above your interview you will have to put a black matte in between them (above the interview and below you 16:9 b-roll). You can get a quick matte by clicking the button on the bottom right of the viewer window.
