VBR Encoding WMV with Sorenson

I'm using Sorenson to encode WMVs for the first time and would like to confirm I'm doing the VBR encoding correctly. I'm trying to encode the video at 7-18mbps. I chose WMV 9 Advanced as the encoder and set my data rate to 7,168kbps and the max data rate to 18,421kbps (it's the closest I could get to 18,432kbps without going over).
