Compressor, 720x540 16x9

Hi, I have an animation with audio I need to export as an MPEG 2 (for a Roku playback device). The AV folks are requesting 720x540 16x9. I have created custom settings in Compressor and the files keep coming out at 720 x 404. What's the deal? I can't seem to get the setting I need.
When I try do create a custom setting from scratch instead of by copying and changing an existing setting, I can't seem to add audio to it, it's video only.
The original animation is 1280 x 720, square pixles.
I have exported from Final Cut directly into Compressor and exported movies from After Effects (output with animation) and then go to Compressor. This doesn't seem to make a difference. I've changed the sequence settings in FCP to DV and the comp settings in AFX to various settings, but really the issue seems to be with Compressor.
