For a windows PC (or bootcamp) I would try "TMPGEnc Encoder"

On the Mac side I would use "MPEG Streamclip"

http://www.squared5.com/

for converting the VOB to a QT codec and then encode the MPEG-1 with "Episode"

http://www.flip4mac.com/

or look for the new "Cinema Craft" plugin for compressor.
