MPEG 2 encoding

Hi everyone, I have questions regarding MPEG2 encoding.
I need to deliver to my client, a HD MPEG2 transport stream clip encoded at 50mbps. I have tried using compressor 2 but the max bit rate goes to just 29mbps. Does anyone know if compressor 3 can do it? Or are there other softwares out there that can encode MPEG2 at 50mbps? It needs to be 1920x1080.
Also, I have always thought that 25mbps is the recommended bit rate for encoding HD to MPEG2. Is this true and why are clients out there requesting such high bit rates?
