Ring Warp effect

Hi

Is there such a thing as a Ring Warp effect anywhere? Imagine you have a cartoon sun and you want the rays to sort of wiggle back and forth in a sinewave. I know you can get close by doing polar to rect coords, then wave warp, then rect to polar again, but all that polaring makes the results very pixelly. Ideal controls would be something like

inner & outer radius
type (sinewave, triangle etc)
period, phase
tapering (to blend it in with the rest of the layer)
wave height, length etc

anyone seen anything like this?
