Glowing outline - how to?

Hi,

looking for a little help with this. I can create a mask and stroke this to create a line, but I can't apply a glow to just the stroke (glow applies to clip layer and whole shot glows).

What I am trying to do is outline something in a still; I want a glowing outline that I can key in and out.

Any help appreciated,
