These light effects look way better when done with a 3D program butI just played with the project for a couple of min & think it may help you:

Basically, if you want your lights to switch on & off you need to disable the "Interpolate Palette" option for Colorama.
I added a grid using some masks on a black layer to better separate each light.
I hope this will bring you nearer.
