Multiple parenting

Hi,
First off all, I dont know if this is the right forum for my question. But I post it anyway.
I am trying to create an arm witch is connected to a pencil.
The problem is that I need a specific movement. The pen wil emit particles and it's going to be moving around. But the sholder should be staying at its position with every movement.
Is there a way to get the sholder (body) fixed at its position and only let it rotate around the pivot depending on the position of the upper and lower arm?
I hope my problem is clear. I could explain in perfectly in dutch but you guys wouldnt understand that haha.
Cheers
