Making a TV ad, trouble smoothly zooming in ...

Hi all,
I have an image of the US Capitol which is 3872 x 2592. And I'm scaling from 19% to 48% over 4:06 seconds and the zoom isn't very smooth. It sort of pulses as it pushes in.
Is there any trick or "Rule of Thumb" as to how to smooth something like this out.
