Presuming this is a keyable clip the way I would do it is to

auto trace the layer (layer>autotrace). This might make a lot of masks.

Then apply a stroke effect to all masks. In stroke options, select "on original"

Then duplicate the layer, in stroke options select "on transparent" and adjust the width.

Then offset the layer appropriately.
