When doing TEXT and camera moves - is it best to make the comp in PS?

I tried to get a text type camera move going with AE - using all the text effects and creating text in AE, but then I realised that I remember someone saying they create the composition in PS first with all the text set up there and bring it into AE. Is this the best method? I am trying to create something like

I know this has been discussed before, but I can't remember what the 'exact' name for this effect is.
