you need to enable time remapping for the layer, then change the endpoint of the time remap to make the footage play faster.
then go to the Animation menu and click Browse Presets and find the Image-Special Effects folder. There are some cool distortion presets in there to make the video look like it's being fast forwarded, if you tweak them and add to them.
That should at least get you started.
