fast forward effect

Hi there, i'm trying to do a fast forward effect, like in VHS or Beta but i can't manage to get the proper effect, is there any tutorial that can teach me how to do it? or anyone can teach me how to do it?
I've try with a offset with some mask, but it seems like a pause moment than a fast forward.
