Help on New Comp plz

Hi there, i wish u guys can help me on a situation.
Im about to buy a new comp for After Effects CS3 Only, but i dont know what to buy.
A Mac or PC, i know both, but the thing ist that i want it to do visual and special effects, but the regular ones are so slow.
I need to know what makes preview faster, RAM, processor, Video Card.. so i can buy the perfect one.
I have like 1,500 dlls to do it, i know is not much but maybe there is ppl who bought a great pc with that kind of money and maybe can help me.
Links about Pc or Macs wold be good, or specs too.
