Pixel Aspect Ratio Correction is for preview purposes only. If you want to output 1920x1080 square pixels then you need to place your footage in a 1920x1080 square pixel composition (like the HDTV 1080 preset).
Pixel Aspect Ratio correction is there to emulate display devices that stretch the image, such as NTSC which has rectangular pixels.
The funny thing about some HD codecs is that they use rectangular pixels in order to reduce the data size requirements of the footage on tape (e.g. 1440x1080 footage as in HDV has 3/4 of the pixels that 1920x1080 footage does, if your footage is 1280x1080 then it has 2/3 of the pixels of a full frame of 1920x1080). So your
capture
device has rectangular pixels... but every HDTV in the world uses square pixels!
If you want a square pixel 1920x1080 output then you need to properly interpret your footage with the correct pixel aspect ratio from your
captured
footage and then place this footage in a composition that has the same settings as your
display
device.
However! If you're printing your rendered footage to DVCPRO HD tape then you
want
your footage to conform to the DVCPRO HD standard (which it sounds like is 1280x1080 with a 1.5 pixel aspect ratio). In that case you should stick with the output settings/render you have.
