24 fps or 25 fps to start with

Hello hope someone can help me with this!
I'm starting with an new animation! hand drawn 2d.
The film wil be made in full HD (1920x1080) for blue-ray but there will also be an 35mm film.
My problem is the frame rate. blue-ray is for as fare as i know 25 frames and 35mm is 24 fps.

i want to animate on 24fps and later go to the 25 fps but is this the right way. and can I use AE for the conversion. or is there an better tool out there?
