Possible to make a Flash movie in After Effects?

I am creating a website movie in After Effects and I want to export or convert it to flash, either SWF or FLV format. My plan is to create the movie in AE just like I would any other DV movie but instead convert it to flash format while still maintain the high resolution and also a reasonable file size that is so common with flash format movies.

Whats the best way to take my AE movie and get it into a high quality, small file size flash movie for web use?

I'd also like to add a short intro animation that fades to a "Click to Play" splash screen and a percentage pre-loader when the play button is clicked. So if anyone knows any EZ flash builder type programs for this part of the movie, please let me know.
