issues with render settings for WMV in AE CS3

I can't seem to figure out how to get the right render settings for an AE project. I'm used to AE 6.5, but am now on CS3, so I don't know if I'm just not finding the right settings or what. Basically all I need to do is render a WMV at 720x480. My project is set up as NTSC DV, pixel aspect is D1/DV NTSC(.9). When I render though, I wind up with a file that is 720x480, but the actual video area only takes up 640x480 of the video, the other 80 pixels are just black bars (40 pixels on each side).

I thought maybe I set up my project wrong, but when I render a quicktime movie it turns out correct.

Suggestions?
