Videotape ink squirting into a liquid - water most likely. I've done this before using ink and a glass of water. The trick is to get the water to not shake too much, which if you play that video back you'll see about 1/3 of the way through the water sways back and forth a little. Then overlay the clips with different transfer modes. Something better than a glass would be a fish tank so you'd not have rounded sides and highlights to deal with.
