Y'know, since there's some perspective in that line art of the steeple, there's nothing that says you can't turn your radio wave layer into a 3D layer, rotate on the x axis and have those waves come out laterally.....

Duplicate the steeple layer, mask the steeple, duplicate it again, duplicate the radio wave layer, used the masked layers as track mattes for the radio waves, and you're all set.
