Export settings...???

I have to "centerbox" a project shot with 16x9 bars and make it full screen, so I brought it into AE and scaled it up (since AE is better ast handling this than FCP). Now for exporting, what settings do I want to use?

I started doing it with the animation codec but it was making a file size that way far too big! I figured I'd use the DV/NTSC codec, but in th epast I found that it's not as good as the animation one.

My source video is 20Gb (about 1hr38min) and when I tried the animation codec, the new file was 11gb when it was at 8mins in the timeline!

What do I want to do for the best quality? What does Export>DV Stream do? Please help.
