Channel Flipping effect, 80's style?

Does anyone know how to get that effect of a tv channel change with frame hick ups/snow/noise ?
Im trying to have this effect happen between multiple clips as if the user is flipping through the channels but like in the 80's type of tv channel flipping effect?
