3D Fog and depth map

I'd like to create a fog look where the fog comes billowing in from far away and rolls through a still of a city.
I think 3D Fog would be great, but I don't have a 3D still to start with. I'd like to create a depth map by creating my own with various buildings being shades of gray to create the Z-Depth.
However 3D Fog doesn't seem to be able to use a layer for depth.
Any ideas on how to combine a still with a depth map so that 3D Fog is happy?
