How Can I make specifit effect?

hello,
i'm looking for a specific effect for days now and can't find the way to solve it.
like in the next video in 1:55







when the girl touches the screen and then comes a video very nice with
kind of little glow..
i even don't know how to call this effect but it's looks very nice and i really hope you can help me or at least give me a clue what effect can do kind of sparkles on a video frame.
