If the DVCPRO file is your only deliverable, you can output it directly from After Effects. If you are delivering more than one kind of file, consider using an intermediate export.

You must enable field rendering in the Render Settings of an item in the render queue.

All DVCPRO is thin-raster (anamorphic), so you should expect them to correctly handle its PAR.
