This seems to be a bug with DVCPro HD 24p (not 24pA) material. Please send feedback to Apple to get it fixed. You can't take these files to Cinema Tools (for instance) to remove the pulldown. You can also try Compressor to remove the pulldown from the raw clips as well. Nice and automatic and leaves you with shots that don't have to be rendered.
