Well, yes and no.

You'll need to create a new "HTML Template" and define editable regions and then create new pages based on that template.

I don't think a single post can explain you how DW templates work, so you may want to google for a tutorial and try it first.

For you to know, Dreamweaver Templates are just for Dreamweaver. Managing the idea of a template in a traditional coding way is similar, but different.
