Unfortunately Internet Explorer doesn't fully support the CSS fixed position yet.

I was double checking the reference site you posted and it seems they used a special DHTML hack, positioning the video inside a floating iFrame..

Your best chances are to look in that code and see if there are any traces of it's origin and search for it on the web. If you are lucky you may find it's free or supported, but hardly both.

Sometimes people get out with a way to hack a browser, but those fixes are not meant to live for long. My recommendation is: get a creative solution for your site using actual web standards and avoid clever tricks (unless you fully understand what you are doing).
