This is the moment when you need to share a link to your site, even if it's a test site.

With CSS you can place an image as a background of any element. You can place it as a background for the body, then place your content in divs or tables. Then, you can place a different background image for a div, and that will show up in the front of the background image of your body, and so on.

To give you a more specific advice it will help to see your actual site, but my guess is that the problem here is structural. Understanding how elements flow will give you an advantage for solving this kind of issues.
