Border Not showing 2

I could not update my first post...

The boarder I applied was not showing.
I added Border;solid to the code and then it showed up.

However, now, I can't seem to get the top and bottom banners to be aligned with the top and bottom.

I have it set up as:

body (has background)
Div#Main
Div#inner2 (has tables and images)

However, now, I can't seem to get the top and bottom banners to be aligned with the top and bottom. Can anyone offer a suggestion here?
