scroll bar within fixed sized page

I am fairly new to Dreamweaver and recently finished my web site.
My pages have fixed width and height but now i would like to add content to a new page for testimonials.
Since the text for this page will be longer then the fixed height I was looking to add a scroll bar for the user. Can this be done in html?

I was thinking about doing it in Flash but would have to learn the application first.

I believe it used to be done with frames but that doesn't seem to be a good option any more.
