Creating a clickable link

I'm using CS3, and I have a coupon on one of my pages (http://www.blackjackmccanless.com - click on NEWS). Rather than having to print the whole page to use the coupon, is it possible to make that a clickable link so that the coupon opens in its own pop-up window?
